The Transformed Medicaid Statistical Information System (T-MSIS) is the backbone of state-to-federal reporting for the Centers for Medicaid Services (CMS) and Children’s Health Insurance Program (CHIP), driving policy, oversight, and public health funding across the U.S. Facing a complex, inconsistent data landscape due to varying state reporting practices, T-MSIS engaged Vervint to assess, standardize, and optimize data processes.

Uncovering data challenges

Varying state practices for CMS and CHIP reporting created a fragmented, error-prone system, complicating federal policy, budgeting, and resource allocation. Vervint, engaged as a subcontractor, conducted a thorough assessment to identify policy contradictions, data redundancies, and coding errors. Through surveys, qualitative interviews, and frameworks, our Experience, Research, and Design (XRD) team engaged stakeholders across 19 states and 8 agencies to map out inefficiencies and opportunities.

To ensure buy-in and alignment, Vervint facilitated two national conference workshops, gathering insights on implementing sweeping changes to state processes while tracking millions in funding. Our human-centered approach prioritized empathetic, value-driven interactions, fostering collaboration with T-MSIS’ product manager, data scientist, and policy experts to define a clear path forward.

Vervint crafted a detailed implementation plan, including strategic change management and a communications strategy to drive adoption. This roadmap empowered stakeholders to align processes and improve data accuracy across the board.
